As of March 25, 2025, Kentucky has officially enacted the Bitcoin Rights Bill (HB701) into law, with Governor Andy Beshear signing it on March 24, 2025. This landmark legislation, introduced by Representative Adam Bowling, establishes a progressive framework for cryptocurrency use within the state.

The bill safeguards individuals’ rights to self-custody digital assets, such as Bitcoin, ensuring they can maintain full control over their wallets without interference. It also permits payments using digital assets without imposing additional taxes, fostering a crypto-friendly economic environment.

Furthermore, HB701 protects cryptocurrency mining operations from discriminatory zoning regulations, supporting the industry’s growth, and exempts blockchain nodes from money transmitter regulations, simplifying participation in decentralized networks.

This move positions Kentucky as a leader in digital asset innovation and aligns with similar efforts in states like Oklahoma, reflecting a growing acceptance of cryptocurrency at the state level.
